Requirements

  • Extensive experience delivering digital identity or biometrics solutions, ideally in the public sector across borders, policing, national identity, business identity, or healthcare, or relevant experience from large-scale delivery in the private/finance sectors.
  • Background in architecting, building and integrating systems such as IDV apps, digital credentials, ABC/eGate solutions, retrospective search (ABIS), live facial recognition (LFR), business ID platforms, DVS and wallets integration, or other relevant identity verification solutions.
  • Extensive experience leading and owning digital architecture design and implementation of secure and scalable solutions.
  • Experience architecting and delivering complex identity solutions that may span multiple UK government departments, suppliers, and delivery partners.
  • Proficiency in cloud technologies and architecture such as AWS, Azure, or Google Cloud.
  • Broad understanding of standards, best practice, and methodologies for identity systems such as GPG45 and eIDAS.
  • Knowledge of data privacy and protection regulations such as GDPR.
  • Understanding of enterprise architecture frameworks such as TOGAF.
  • Exceptional interpersonal and communication skills, with the ability to collaborate effectively with cross-functional teams and convey complex concepts to diverse stakeholders.
  • A flexible approach and passion for innovation, with a commitment to continuous improvement and adapting strategies to meet evolving market demands.
  • Strong analytical and problem-solving abilities in a dynamic, fast-paced environment.
  • Strong understanding of market trends, new technologies, and industry standards in the identity and/or biometrics space.
  • Holds or is eligible for UK security clearance to SC level.
  • Experience architecting and deploying biometric and identity solutions, with exposure to modalities such as biographic, fingerprint, facial, and iris.
  • Understanding of testing methodologies for biometric and identity verification systems, including bias, performance, performance drift, and presentation/system resilience.
  • Understanding of the risks related to biometric and identity verification solutions, including Presentation Attack Detection (PAD) and the capabilities and limitations of verification, identification, and liveness detection.
  • Experience working with stateless application designs, site reliability and operational processes, and performance tuning and automation testing.
  • Recognised industry expert with market presence and experience speaking at biometric and digital identity events.
  • Existing trusted relationships with biometric vendors and understanding of the supplier landscape.
  • Experience delivering in transport, defence, borders, or public safety.
  • Familiarity with the GDS Service Standard and the Technology Code of Practice.
  • Deep understanding of relevant biometric architecture and interoperability tools and standards such as ISO/IEC 19794/29794 and NIST/ANSI ITL1.

Responsibilities

  • Play a crucial role in delivering Digital Identity and Biometrics solutions for public sector clients.
  • Work with digital talent across crafts to deliver innovative identity solutions used by millions in the UK and abroad.
  • Collaborate with cross-functional teams to design and implement flexible, scalable, standardised, and secure technical solutions.
  • Work closely with client stakeholders, provide technical leadership, and ensure architecture aligns with relevant frameworks, standards, and practices.
  • Promote best practices to deliver high-quality, adaptable solutions that drive transformation in digital identity infrastructure.
  • Own the architectural design, definition, delivery, and management of public sector services.
  • Work with biometric and digital identity experts, suppliers, and partners to design and build innovative solutions.
  • Work with leading biometric technology vendors and in-house developers to deliver advanced technical solutions for national-scale identity challenges.
  • Test emerging technologies, run feasibility trials and discoveries, and support clients with analysis and recommendations for identity roadmaps.
  • Support clients in procurement and selection of IDV platforms, providing best practice guidance and market and technology insight.
  • Manage technical risk on large-scale identity and biometric projects, including evaluating impacts related to bias, matching performance, and resilience to presentation attacks.
  • Own the architecture design of large-scale identity solutions and manage governance forums for compliance.
  • Identify and document dispensations, key design decisions, and capability gaps.
  • Build and maintain Deloittes presence in the wider identity and biometric industry through events and innovation initiatives.
  • Contribute to sales and future opportunities for the firm.
  • Coach and mentor others as part of internal practice development.
  • Demonstrate inclusive leadership and help build and manage diverse teams within an inclusive culture.
